After Jill restores power in the Underground Storage and reaches the Surveillance Room, there is a brief cutscene where Tyler arrives. Together, they head towards the secret laboratory. After an encounter with Nemesis, Jill finds herself in NEST 2.

NEST 2 Employee Regulations
After the cutscene with Nemesis, follow the path straight down the hallway to the Storage Room. The NEST 2 Employee Regulations document is on the table next to the biohazard canisters.
Isaac Graves’ Diary
After you go up the stairs, head left down a passage splattered with blood. Around the bend in this passage, at the end, you’ll encounter a zombie. Once you kill the zombie, it will drop a diary.
Essay on Vaccine Synthesis
In the laboratory room where you need to create the vaccine, on the bed to the right, you will find the Essay on Vaccine Synthesis. This document explains how to create the vaccine.
Charlie Doll #19
The figurine is located on the balcony in the northern part of the room where the vaccine is created. It is hidden in a dark corner to the left as you step out onto the balcony.
USB Drive
The portable USB drive, which also serves as a override key to unlock other doors, is located in the same room where the vaccine is created. You can find it on a device in the upper right corner.
Shipping Notice
After taking the USB key, go back down the stairs to the 1F and use the key to open the door we previously passed in the middle of the hallway. The Shipping Notice is on a small table to the right, almost directly beneath the stairs.
Weaponry Authorization Request
After picking up the Shipping Notice, follow the path up the stairs in the same room to the 2F. In the Lab 1 room, on the table next to the microscope, you will find the Weaponry Authorization Request note.
Culture Sample
The vial with the Culture Sample needed for the vaccine can be obtained from the machine in the Lab 1 room on the 2F.
Charlie Doll #20
In the adjacent room connected to Lab 1 on the 2F, behind the door, you will find a figurine on the floor next to the boxes in the dark. This is the final figurine in the game.
Scientist’s Dying Message
The message is located next to the body in the corner on the 2F, in the room adjacent to the one you unlock with the USB key.
Expression of Concern
The document is located on the table in the Incubation Lab on the 2F.
Liquid-filled Test Tube
The liquid-filled test tube, required for combining with the Culture Sample to create the Vaccine Base, is located in the refrigerated compartment with a glowing green light in the Incubation Lab on the 2F.
Disposal Center
The notice is located on the wall next to the door in the Workers’ Break Room, which you reach after creating the vaccine and escaping from Nemesis.
Weapon Spec Sheet
The document is located on the shelf in the Staff Break Room on B1, accessed after the big battle with Nemesis in the large, round silo.
Suspicious Contract Memo
After the final battle with Nemesis, where Jill uses the powerful weapon, go through the remnants and climb the yellow ladder. The document is on the floor of the platform before you pass through the door.
